Alabama (AL) | All-items parity 88.8
Alabama reads 88.8 on the BEA all-items price parity for 2024, deep in the cheapest tier of states, with housing rents at 61.8 against the national 100.6 and a median home of $233,300. Property tax is the signature number: at 0.39% effective, only Hawaii is lower, so carrying a paid-off home costs almost nothing. The offsets are a sales-tax system that stacks local rates toward 10% in the cities and, unusually, still applies to groceries while the state share steps down.

U.S. Bureau of Economic Analysis publishes these four component parities and no others. There is no federal grocery, healthcare or transportation price parity, so this table shows none. Food at home sits inside Goods; medical and transport services sit inside Services: other.

Pros / offsets
Second-lowest property tax in America. At 0.39% effective, the tax on the median Alabama home is roughly $850 a year, and homestead exemptions push many retirees’ bills near zero (over-65 homeowners are exempt from the state portion entirely). Long-term ownership is about as cheap as it gets in the US.
Huntsville is a genuine boom market with small-market prices. Redstone Arsenal, NASA Marshall and the FBI campus have made Huntsville one of the fastest-growing tech-and-defense job markets in the South, yet solid family homes still sell in the $250,000 to $350,000 range, a salary-to-house ratio coastal engineers notice.
Retirement income gets generous treatment. Social Security is exempt from Alabama income tax, and so are defined-benefit pension payments, a carve-out most states do not offer. Combined with the near-zero property tax on seniors, the effective tax load on a typical Alabama retiree is among the lightest anywhere.
Everyday costs stay down the column. Groceries average $386 a month, the rents parity of 61.8 is deep-South cheap, and the federal-tax deduction on the state return (Alabama is one of the few states allowing it) quietly trims the income-tax bill for many filers.
Cons / drivers
Sales taxes stack toward the top of the nation. The 4% state rate looks mild, but county and city add-ons push combined rates to 9 to 10%+ in Birmingham, Montgomery and Mobile, among the highest city rates in America. Alabama taxes consumption hard precisely because it barely taxes property.
Groceries are still taxed. Alabama long applied the full sales tax to food; the state's share has been stepping down by law in recent years, but local portions remain, so the till price of groceries still carries tax that most states removed decades ago.
Income tax hits the 5% top bracket almost immediately. The 2-5% brackets are compressed: the top rate starts at just a few thousand dollars of taxable income, so effectively most workers pay about 5% flat, softened partly by the federal-tax deduction.
Incomes and services trail. Median household income of $66,659 sits well below the national median, 9.6% of residents are uninsured, and rural healthcare access has thinned as hospitals consolidate. Cheap-state arithmetic works best for those importing an outside salary or pension.

Metro variation
Alabama averages 88.8 on the BEA all-items parity, with its metros spread around it:
Huntsville: The growth story. Defense and aerospace hiring have pushed prices up faster than anywhere else in the state, yet it remains cheap by national tech-hub standards; Madison and Jones Valley carry the local premium.
Birmingham: The biggest metro, anchored by UAB (the state’s largest employer) and banking. Over-the-Mountain suburbs (Homewood, Vestavia Hills, Mountain Brook) price far above the state figure; much of Jefferson County sits far below it.
Mobile and the Gulf Coast: Port-economy pricing inland, resort pricing at the beaches (Gulf Shores, Orange Beach), and coastal wind-and-flood insurance that can add thousands a year near the water.
Montgomery, Tuscaloosa and rural Alabama: State-capital and college-town stability, with rural Black Belt counties among the cheapest housing markets in the United States.
Statewide, the spread runs from boom-town Huntsville to some of the least expensive ZIP codes in the country.
